Kennett offers to take the wheel of Victorian cabs

FORMER Victorian premier Jeff Kennett has asked the Victorian Government for the authority to clean up Melbourne's cab crisis. Mr Kennett, who is personally credited with overhauling Victoria's cabs 13 years ago, said the state's taxis had become an "appalling disgrace".
